PennDOT District 11 is announcing a sidewalk closure on the New Kensington Bridge which carries Route 1038 over the Allegheny River in East Deer Township in Allegheny County and the City of New Kensington in Westmoreland County will begin Monday, July 15 weather permitting.

A long-term closure of the sidewalk on will begin at approximately 7 a.m. Monday on the New Kensington Bridge to allow crews to conduct structure blasting and painting, fence installation, and sidewalk repair work to occur. The sidewalk will close around-the-clock through mid-November.

​Elite Coach Transportation, Inc. will provide a temporary construction shuttle service during the sidewalk closure. The hours of service will be 7 a.m. to 11 a.m. and 2 p.m. to 6 p.m. during the closure. The shuttle service will be in the following locations: 

  • The intersection of Route 56 and 2nd Avenue
  • The intersection of Freeport Road (Route 1001) and the New Kensington Bridge

The shuttle will be marked as “New Kensington Bridge Construction Pedestrian Shuttle Service”.  Signs will be placed at the end of the sidewalk on both sides of the bridge noting the phone number for the shuttle. Pickup times at designated shuttle stops should not exceed 20-minute cycles.

This $24.59 million New Kensington / C.L. Schmitt Bridge preservation projects began in March 2023. The bridge, which spans both East Deer Township, Allegheny County and the City of New Kensington, Westmoreland County will undergo a latex overlay, several structural steel repairs, concrete substructure repairs, full painting of the existing superstructure, expansion dam replacement, installation of new light poles and luminaries, and minor approach roadway work. As work occurs this year, motorists can expect a lane width reduction along with flagging operations within the work zone. The overall completion date is expected to be in late 2024.
