PennDOT District 11 is announcing a portion of Route 18 (Mahoning Avenue) in the City of New Castle, Lawrence County will close to traffic for roadway reconstruction beginning Monday, March 24 weather permitting.

Beginning at approximately 7 a.m. Monday, a portion of Route 18 will close to traffic between Industrial Street and McKinley Street continuously through 5 p.m. Tuesday, April 22. Crews will conduct excavation work, manhole rehabilitation, and base repairs.  Traffic will be detoured.

  • Turn right onto West Washington Street
  • Turn right onto North Columbus Interbelt
  • Turn right onto Route 18 (Jefferson Street)
  • Southbound Route 18 (Jefferson Street) becomes Route 18 (Moravia Street)
  • Route 18 (Moravia Street) becomes Route 18 (Mahoning Avenue)
  • End detour

  • Turn right onto westbound Route 317 (Edinburg Road)

  • Follow Route 224 back to Route 18 (Jefferson Street) in the City of New Castle
  • Route 18 (Jefferson Street) becomes Route 18 (Moravia Street)
  • Route 18 (Moravia Street) becomes Route 18 (Mahoning Avenue)
  • End detour

  • Follow Route 18 to Route 224 (West Falls Street)
  • Take Route 224 westbound
  • Turn left onto southbound Route 551 (Jackson Street)
  • Turn left onto eastbound Route 317
  • Turn left onto Mt. Jackson Road (Route 108)
  • Follow Mt. Jackson Road back to Route 18
  • End detour

This $13.2 million improvement project resumes in 2025 with paving, repairs to three structures, drainage and guide rail updates, ADA curb ramp reconstruction, sign and pavement marking installation, and traffic signal upgrades on Route 18 between Mt. Jackson Road (Route 108) and Boyles Avenue/Jefferson Street in the City of New Castle. Completed work in 2024 includes base and joint repairs, and the reconstruction of a portion of Mahoning Avenue (Route 18). Motorists will see daily single-lane restrictions on Route 18 and an approximate one-month closure of Mahoning Avenue for drainage improvements. The project is expected to conclude in late 2025.

Crews from Lindy Paving will conduct the work.
